DEFINITION: A homeless student is one who: 1) lacks a fixed, regular and adequate residence, or 2) has a primary nighttime residence in a supervised publicly or privately operated shelter for temporary accommodations. |
PREVENTION: refer parents or guardians to appropriate resources for financial, housing, nutritional, day care, transportation, and employment needs while encouraging the student to continue in school; Identify and intervene with potential runaways and emancipated minors; Assist on the development of school procedures to identify children of homeless families within the school district; Identify children unattended or potentially homeless because of incarcerated, mentally or physically ill, substance abusing, or physically/psychologically abusing parents. |
CRISIS: In accordance with school board policies, recognize temporary shelter or residence for purpose of school residency requirements; Determine legal advocate/guardianship for prompt school or day care enrollment of all eligible children; Utilize interpreters when appropriate to facilitate clear communication; Arrange for immediate transfer of school records. |
INTERVENTION: Carry out local board of education policies which ensure that homeless children and youth have access to free, appropriate public education which would be provided to children of the district and is consistent with attendance laws; Support the personal/social needs of the homeless, displaced child. |
